Treat flexibility as a service with a defined response, duration, recovery period, and verification method rather than as an abstract smart-building feature.
Comfort boundaries must be explicit
A demand-response event needs a clear comfort and indoor-air-quality envelope. Define who can authorize an event, what conditions stop it, what spaces are excluded, how occupants are protected, and how the system returns to normal. The most credible programs make the override path easy to understand and record what happened during the event.
Existing controls are often the first asset
Before buying new hardware, inspect schedules, sequences, point coverage, overrides, alarms, trend intervals, and control authority. Many buildings have flexibility available in existing equipment but lack reliable naming, ownership, or operator confidence. A pilot should record the baseline, event signal, outdoor conditions, occupancy, setpoints, equipment response, comfort, indoor-air-quality indicators, recovery behavior, and any manual overrides. Compare the event against an agreed counterfactual. Without that record, a claimed load reduction can be confused with weather or schedule variation.
